Changes for dog walkers in POC
Many of you will recall that the borough-wide ‘PSPO’ relating to dog walking and requiring dogs to be on leads in Paddington Old Cemetery was successfully challenged and  amended in 2019, providing for dogs to remain off-lead in POC.

In the last 48 hours Brent officers have informed us that this exemption was in fact removed last year and no longer applies, and that due to "heavy use", "poor management of dogs" and complaints from grave owners new notices will be put up and from October 1st Brent will begin to enforce the ‘dogs on leads’ rule.

FoPOC have strongly expressed our disappointment that Brent failed to keep us informed or to engage in any consultation on this move, and appear to have kept the decision from us until implementation.  This lack of transparency, when taken with the recent concerns about poor communication on tree work,  threatens all the trust we had built up over past years.  

We asked and were given assurances only last year that the position in POC remained that dogs could be walked off lead, but we are now told that standard PSPO rules apply enabling additional restrictions on dogs.  Brent claims many complaints are received each week about dog fouling and bad behaviour/lack of control (though a document we have now found on their website in relation to the PSPO only records approx 10 a year).  The Friends group has consistently encouraged responsible and respectful dog walking behaviours with little assistance from Brent. Now it seems likely that we have no legal basis to dispute this change in practice.  So from October 1st please aware there may be a requirement that dogs walked in the cemetery remain on a lead.

Should you wish to express your views on this change, the way it has been introduced and the lack of available dog off-lead space provision locally please email cemeteries@brent.gov.uk copying in  friendsofpoc@gmail.com so we are aware of points made. You may also wish to copy your local Councillor.  

We will write to the Brent officers involved to express our disappointment about the handling of this, and seek clarification as to when and how the PSPO was varied without the local community being kept informed.

Parking
We have also been told that Brent is reviewing parking in the cemetery and they have promised to discuss options with us ahead of any implementation. We welcome better traffic management in POC and have consistently argued for traffic calming/slowing measures too.

Trees and Conservation 
Similarly we continue to press for news on tree planning and wider conservation issues.  We will continue to make our views known while working with Brent to ensure the space is better cared for in future.  

We will keep members informed of developments and we understand Brent will be providing advance notices about the change in rules in the next fortnight.

We encourage users to share the information in this note with interested non-members, and to express their views to Brent while ensuring that dog behaviour is appropriate at all times.

Chapels Consultation Survey

Paddington Old Cemetery Chapel Consultation

Paddington Old Cemetery is an important historic site. It is on the National Heritage List and has been designated a Grade II status.

While the cemetery is well used as an open green space and continues to be a working cemetery, the chapel buildings at the heart of the cemetery are not currently in use because extensive repairs are needed to make them safe. The West chapel remains consecrated, whilst the East Chapel is not.

With the support of the Pilgrim Trust and the National Lottery Heritage Fund there is currently an opportunity for Brent Council and the Friends of Paddington Old Cemetery to review options for the future of the chapels.

Your views will help shape a set of options for the future of these historic buildings. The options will be shared across the community in September 2024.

SUCCESSFUL GRANT BID FOR THE CHAPELS

We’re delighted that Brent Council has today announced its success in gaining over £30k in grants which will create a strategic plan for the conservation of the chapels in Paddington Old Cemetery and identify a sustainable and appropropriate future use that benefits the local area.

FoPOC contributed to Brent’s application and will be a partner in the project. Thanks are due to the Cemetery team at Brent, supported by London Historic Buildings Trust, for putting together the successful application, and to our local Councillors Steve Crabb and Anthony Molloy who have supported the project, along with Councillor Krupa Seth, Brent’s Cabinet member for Environment. Brent bags £34,800 grant funding to revive Victorian cemetery chapels

A pair of Victorian chapels, the centrepiece of the historic Paddington Old Cemetery, are set to be revived thanks to a £29,800 grant from the National Lottery Heritage Fund along with £5,000 from the Pilgrim Trust. Over the next nine months, the project - A Future for Paddington Old Cemetery Chapels - will explore the history, condition, and local significance of the Cemetery’s Grade II listed Chapels, create a strategic plan for their conservation and identify opportunities for new uses.

The project is driven by the ambition to repair the buildings and give them a sustainable and appropriate new use that benefits the local area.

There will be many opportunities for the local community to get involved in shaping the Chapels future. More details will be shared in due course. A series of free public activities on the history and biodiversity of the Cemetery will also be on offer in the spring and summer of 2024.

The project will be led by the London Borough of Brent, working closely with the London Historic Buildings Trust, Richard Griffiths Architects and Friends of Paddington Old Cemetery.

Councillor Krupa Sheth, Brent’s Cabinet Member for Environment, Infrastructure and Climate Action, said: “The historic Chapels in Paddington Old Cemetery are a key part of the heritage of Kilburn and Queen’s Park. The funding brings us a huge step closer towards returning the chapels to community for use once again.”

Paddington Old Cemetery opened in 1855, making it one of the earliest public cemeteries to be built. The architect, Thomas Little, designed the Cemetery with a series of pathways in the shape of a horseshoe, which can still be seen today, with the gothic-style Chapels as the focal point. As well as its notable monuments, the Cemetery is the burial place for several historical and cultural figures, including the first captain of England’s football team; Holocaust survivors; Michael Bond, author and creator of Paddington Bear; a Muslim princess; an important Indian journalist; and numerous members of the Windrush Generation.

Woodland area maintenance.

We have done some pollarding near the beehives and path maintenance in the woodland area at the bottom of the cemetery, south east corner, possibly also planting some new saplings.

Foraging walk.

Successfully lead by Michael Stuart. Find out what wild plants in the cemetery are edible – you may be surprised!

Bio Blitz!

Once a year our expert botanists take a complete inventory of the plant species living in our wildflower meadow. We will use this survey as a baseline to see if we are succeeding in increasing our plant biodiversity in the years to come.

Twilight moths and bats survey.

A special one off after hours event. We conducted an a night time survey of and can report that there is a healthy population of small and large pipistrelle bats in the cemetery.

Sat 29 Jan RSPB Big Garden Bird Watch.

10.45am Join us to spend one hour recording the number and type of birds seen in the cemetery. Some materials and an expert will be on hand to assist with identification, but please bring your own binoculars.

Biodiversity Management Plan

FOPOC has published a Biodiversity Management Plan for the long term protection of the Cemetery. This includes an analysis of tree planting and loss over recent years, and makes recommendations for works and planting to look after the POC landscape, birds and insects so that it is in good heart for the future.

Brent Council has accepted the recommendations in the report which is very good news. These will be phased over a number of years. The first phase will begin this Autumn, and will involve the following tasks which are designed to improve biodiversity in the cemetery:

·         Planting a bird and bee friendly hedgerow around the new burial mound

·         Thinning the self-seeded saplings to the south east corner of the cemetery and planting a more varied selection of trees and plants to reinforce the woodland area.

·         Extending the wild-flower meadow to cover both the central mounds at the south end

Council loosens the lead on dog walkers

We are delighted to report that our campaign to persuade Brent Council to continue to allow dogs to be exercised off the lead in the cemetery has been successful.

On 9 September FOPOC members addressed Brent Council to explain the advantages of encouraging the community of dog walkers in the cemetery, some of whom are there twice a day.

We reminded councillors that users of the cemetery have exercised their dogs their off-lead in the cemetery for decades. It was for a long period a decommissioned cemetery used as an open space and has only relatively recently started opening new graves again. Kilburn is desperately short of spaces like this.

We also explained that dog walkers are a significant proportion of the people who use the cemetery daily and they help to keep it safe. Most are responsible about clearing up after their dogs and making sure they don’t disturb other people, particularly mourners. They report incidents and other nuisances such as Japanese Knotweed and have a friendly relationship with the cemetery staff.

We were worried that if dog walkers were forced to keep their dogs on the lead they would drift away from the cemetery and the relatively low level of anti-social behaviour would bill become more prevalent, driving other responsible users away and changing the nature of this treasured green space.

Now we plan to devise and consult on a code of conduct requiring dog owners to pick up after them and put any out-of-control dog on the lead if asked to by a member of staff.

The seeds of a new look

We will soon be calling for volunteers to help us plant seeds following our successful bid for two wildflower areas to be created in the cemetery to support the wildlife there.

Brent has agreed to pay for the seeds and we hope to work in partnership with Veolia, which maintains the cemetery, to create the new areas.

More soon, when we will be calling on members and other cemetery supporters to get stuck in to help us create a more insect-friendly, colourful environment.

Follow up from "Dog walkers" Monday meeting and what's next.

Tamara led a meeting on Monday evening in the Kilburn Arms to discuss the current situation regarding the PSPO and Brent’s decision following the consultation period. Over 150 questionnaires were submitted from the group as a whole and many people have written to the council voicing their concerns.

There is a meeting between council members on Friday the 17th to decide how they will move forward on this issue in relation to Paddington Old Cemetery. We have asked to have a representative at the meeting however we have been told this is a closed meeting and the results will be fed back to us at a later date yet to be agreed.

Once we have heard from the council and have any more information regarding the PSPO we will write an update to this post.
